Issue a passwordless session (v1)

POST
/provision/databases/{id}/passwordless
A session secret, returned once and never again: it is encrypted into
the row and no route decrypts it back. The holder keeps it in a
.klock and signs grants with it for the current 30-second window
(POST …/passwordless/exchange, …/query). Lose it and revoke the
session.
auth: tls also issues a client certificate, kerberos a Kerberos
principal, minted by the team's realm when teamId is given; the
request must then present it on every use. To issue a session bound
to a device key from the start, use POST …/passwordless/enrol.
Capability: access:write (area resource, on the database).
