Create a user inside the database

POST

/provision/databases/{id}/users

Made with the ORM's own user management, so the privilege becomes real
grants for that engine. The password is returned once and never stored.

Engines without users refuse this and say what to use instead — on a
sqlite database, that is an api key.

Capability: access:write (area resource, on the database).
