Create a transfer job

Plans the job with Migrate, stores the projected price for the holder
to confirm at /start, and answers 201. Needs a verified account and
a card on file — the team's, for a team's job.

With teamId, the job is the team's: the caller must be an active
member (another team answers 404 Unknown team, as a team that does
not exist does) whose role carries resource:operate (403
capability_missing, unlock: team-role). Its members then operate
it by role, and it outlives the member who made it. A team may settle
transfers at end of term (PUT /teams/{teamId}/transfer-billing).

regimes holds the transfer to named data-localisation regimes; one
that breaches a regime is refused (422) before anything is created.

A local job (execution: local) reports its own progress. With
klock: v1 (the default) the answer carries klockSecret, once: the
on-device agent MACs its reports with it. With klock: v2 no secret
is handed back — the owner opens a service session for the agent's
device key (POST /security/klock/sessions, kind: service,
resource: {kind: transfer-job, id}) and the agent signs every report
with it.

Capability: resource:operate (area resource, on the transfer-job). With a teamId: resource:operate in that team.
