File a raw message, as if it had arrived

Needs email. The same function the Worker's email export calls on
every message Email Routing delivers, reached over HTTP: for a test, a
saved .eml, or replaying something refused while an address was
switched off. raw is the whole message, RFC 822, up to 512 KiB in
a request body of up to 1 MB (the Worker path has no such cap). The envelope is optional; without it the
recipient is read off Delivered-To, To and Cc, first match wins.

A message for no active address of ours is a 422 carrying the reason
the Worker would have rejected it with. One already filed — the same
Message-ID at the same address — is a 200 with duplicate: true and
the existing row. Audited when something new is filed.
