Add a key, or have one made

POST

/provision/databases/{id}/ssh-keys

Send publicKey and we never see the private half — the better of the
two, since a key we cannot hold is a key we cannot leak. Send none and a
pair is generated; the private half comes back once, here.

Capability: access:write (area resource, on the database).
