Change the team's plan

PUT

/teams/{teamId}/billing/plan

On the team's existing subscription: free cancels at the end of the
period (the team keeps what it paid for), usage drops the membership
item, membership adds it. Answers 202 — Stripe makes the change and
the webhook writes teams.plan. A team not paying yet starts with
checkout (409), except free, which it already is (200,

pending:
null

). Needs a verified account; a child's account cannot.

Capability: billing:manage (area team). 202; the webhook moves teams.plan.
