Buy more connection pools

POST

/billing/pools

Raises the account's pool allowance at once (extraPools), so a
client refused for want of a pool can retry immediately; the charge is
an invoice item on the next invoice, at the pool price (less
membership). Needs a verified account; a child's account cannot buy
one. A team's pools come with the team's plan instead.
