Cancel an unfinished job

DELETE
/transfer/jobs/{jobId}
A job that has not started, or a recurring one whose next run is not
yet due, is cancelled free. A local run that was armed (started, the
price confirmed) settles its confirmed price — at least the local flat
rate, and at least the price of what the klock relay metered —
because the platform cannot tell a run that never happened from one
finished on the owner's device.
Capability: resource:operate (area resource, on the transfer-job).
