A database's connection pools, and how busy each is

GET

/provision/databases/{id}/pools

Every pool, open or closed, oldest first. active is the requests in
flight on an open pool now — counted in Redis, so true across every
instance of the API; shared: false means Redis is not configured and
the count is this instance's alone. Pools are counted per owner (the
account, or the team for a team-owned database), so allowance is the
owner-wide picture, not this database's.

Capability: resource:read (area resource, on the database).
