Release a member's lockdown

DELETE

/teams/{teamId}/security/lockdown/{memberId}

Makes a suspended membership active again. Needs a reason; audited
at alert, and the member is emailed. The same checks as the lockdown.
A verified account.

Capability: session:manage-members (area team). A reason; alert audit; the member is told.
