Lock a member down

POST

/teams/{teamId}/security/lockdown/{memberId}

Suspends the membership — the team's resources then refuse them — and
signs out their sessions in the team's context. Needs a reason
(the member is told it), is audited at alert with the actor, and
the member is emailed. The owner cannot be locked down, nor can you
lock yourself down here (use POST /security/lockdown); only the
owner may lock down an admin.

The role and the session must both carry session:manage-members
(the session's checked in the route, in every mode). A verified
account.

Capability: session:manage-members (area team). A reason; alert audit; the member is told.
