Add or change a team behaviour profile

POST
/teams/{teamId}/security/behaviour
As POST /security/behaviour with the scope fixed to this team. The
role must carry behaviour:team, and so must the session (checked in
the controller in every mode). Changing an enforcing profile needs a
step-up. A verified account.
Capability: behaviour:team (area team).
